Public procurement in South Africa scores every bid on a preference points system — usually 80/20 (price counts 80, B-BBEE and specific goals count 20) for tenders under roughly R50 million, or 90/10 for tenders above that threshold. Your B-BBEE contributor level directly determines how many of those points you receive, independent of your price.
Under the 80/20 system, a Level 1 contributor typically receives the full 20 points; the allocation steps down by level, with non-compliant contributors (Level 9 or unrated) receiving zero. Two bidders can submit identical prices and finish with meaningfully different total scores purely on B-BBEE level — which is why a certificate expiring mid-tender-cycle is not a minor administrative detail, it changes your actual competitive position.
Exempt Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) below a certain turnover threshold may submit a sworn affidavit instead of a full B-BBEE certificate. This is often missed by smaller businesses who assume they need a costly verification certificate when a free, legally sufficient affidavit is available to them.
Beyond your overall B-BBEE level, many tenders allocate additional points for specific goals — youth ownership, women ownership, disability ownership, or local production. These are claimed separately on the SBD 6.1 / MBD 6.1 form and are easy to leave unclaimed simply because a bidder didn't realise the extra points were available for criteria their business already meets.
